There should be decentralisation of power from kathmandu to clear this congestion problem. Some of the areas of terai region are well developed enough to be capable to hold the needs.

the points you are mentioning could work little bit if done properly but thats not gonna be effective to solve the problem. Roads are small, dividing separate lane would rather increase the traffic jam. There is no any other way than massive expansion of road but at the current situation, this beyond any repair. Only possible if government gonna compensate for all the land owners.

I think one of the major problems specifically for the Kupondole to Pulchowk road is the public buses inavailability. You can only take buses to that area from ring road, new baneshwor and tripureshwor. So basically if I am in Putalisadak even though the road is straight and I have to reach Pulchowk I can't go there by public transport. I need to take a bus to RNAC then I can find another bus to Pulchowk which is worse than being in the traffic jam. Also the major reason for traffic is always overpopulation. There should be more areas with opportunities than just Kathmandu.

First, the knowledge about lane rules in the general public is low. Monitoring by the government body for following lane rules is nil. Infrastructure for maintaining lane systems for transport is non-existence. Even the existing roads are not used to the optimum for maintaining lane system. Traffic engineering is non existence. I think one of the major problems specifically for the Kupondole to Pulchowk road is the public buses inavailability. You can only take buses to that area from ring road, new baneshwor and tripureshwor. So basically if I am in Putalisadak even though the road is straight and I have to reach Pulchowk I can't go there by public transport. I need to take a bus to RNAC then I can find another bus to Pulchowk which is worse than being in the traffic jam.
Also the major reason for traffic is always overpopulation. There should be more areas with opportunities than just Kathmandu.

4. Dedicated lane for public transport. Especially Buses( thotre BUS should be banned totally, and Sajha Bus must be mandatory). (App to know when bus is coming).
5. No buses allowed inside 1 lane road. (Especailly, thamel, newroad, Lainchour, lazimpat, DurbarMarg, or laltipur) area. Small Micro-bus, Taxi or Bike only allowed.
6. Dedicated lane for Cycle. Encourage people to use it more.( No more diabetes since we so much bhaat).
7. No VIP treatment to anyone. If foreigner President or PM come then, Government must apologies and aware people before 2 days of their visit.
8. Nagarpalika provide free micro-buses (not blue) to its people who pay proper taxes inside their nagarpalika to buy their food, utensil.

Dedicated bus lane, smart traffic lights, bus don't have to wait in traffic lights , etc. extreme necessity but bus drivers and contactors(khalashi) must go through rigorious training to get the job or before they are allowed to drive their vehicle on the road. Also bycicle only path and routes can be a bonus. Deincentivising the use of private vehicles by charging ERP, pedestrianising city centres, etc. can reduce traffic a lot. And you forgot to mention the Netherlands.
