I have the same truck, except mine has the 261 inline six cylinder. I got a brand new master cylinder from Rock Auto. The Master cylinder is most likely the 1&1/8 which is the same as the pickup of the same year. At least mine was. They also have a lot of the other brake parts for these medium duty trucks. It should have a power brake unit called a hydrovac up under the cab on the driver's side. It appears to have a weak starter which is making it turn over slowly. Another possibility might be the really thick oil. The patina on that truck is really cool.

Victorinox is the best multi-tool I have ever used!
Try pull starting it you'll be able to get it to spin faster thus loosening up the pistons and rings
