Barbatos being the god of freedom and having left power to the humans of Mondstadt, he is currently the weakest of the archons (perhaps above Nayda) despite the fact that he still has the possibility of summoning the winds of teyvat.

Decarbian was killed by his lover so celestia chose andrius to become archon but andrius refused due to his hatred for humans. Celestia had no choice but to choose a minor deity (venti) who wasn’t even considered a god by that point. Its also why celestial gods look down on him so much. Cause he is nothing without the gnosis
