It is. I have taken part in the count in LA Co. The calculus is off and it suggests that these numbers are being "managed." When you have to justify an almost $1B annual budget it begs the question.

Drugs and alcohol drain the sole of these people. Is it our responsibility to chase a never ending battle? I'm trying to keep my family afloat. I will not take a cent from them and our hardwork to support their poor me attitudes and how someone owes them something for their plight. We have been robbed and held at gunpoint and the authorities will do nothing. Move them out to areas far enough away that they can trash and deface. Set up a system where they support themselves by cleaning up their filth so they can be deserving.

Wow you are ignorant. This trope that all or most homeless people are on drugs is so incorrect. I have been in homeless shelters and on the street. Most people are not homeless because of drugs. My experience is that 50% have no issues at all, they got knocked down after loosing a job or having too low pay of a job to afford housing, or they got sick for a while and lost their job. 40% are there because they are mentally Ill or disabled. , 10% are there because of drugs. Only if you count spordic marijuana use a debilitating drug, it is 40%. I smoked pot a few times and it had so little effect on helping my pain I didnt take up the habit.

I wish they would bring back all the rad R.O.P. job training classes that Riverside county had available in the 90's. It seemed to me that when people had the means to learn a trade they would rather work then do drugs. It seems the federal government today would rather give people the means to do drugs and even the drugs too, then give them any actual tools to better themselves and their situation. No one wants to live that way. No one wants to be looked down upon by the majority of society and have nothing expected of them then to be on drugs, to be an eyesore and a burden, unwanted and not cared for.... It's like they (our gov) hope that the homeless would just die and go away, rather then to reach back and give a hand up to those they have knocked down and acknowledge their mistake and help correct it. I can't understand the lack of sense and humanity within politics today. Most of us pay taxes hoping to help provide for those in need....not to keep them down and out... Or help them to die. Studies show that a person working a minimum wage job 40 hours a week cannot rent a two bedroom apartment in ANY county in any state. Housing as a spec investment not a human right led to this. What is the difference between a prisoner of war and a homeless person? A prisoner of war is entitled to food, shelter, and medical care. Homeless are not. The system is the problem not R or D.

We used to play in Santa Anna riverbed as kids in the 80s. Now its a bunch homless & tweakers living there.

The last 20yr city riverside growth is amazing but on the other hand so is the homelessness.
