Yes, the weapons that trigger pursuits on hit are newly added to the mod. In the normal game, only specific skills can add this property to your attacks as a buff. The "Ancient Teachings" learned skill from a scholar in Montwise is an example of this.

How harder would you say the game is with this mod? Personally I kept myself under leveled on purpose most of the game. Meaning thst I would level grind ONLY if I absolutely had to.
I'd say it's a good bit harder. It's not nearly as easy to break as the base game since bosses have dramatically more HP and certain unbalanced skills are nerfed or reworked (notably, you can't learn "A Step Ahead" until after acquiring the Conjurer job). I used the Octopath Limiter mod while playing this to prevent overleveling, for the record.

It'd be cool if either Harvey or the Elementals had Low Shield but no weakness so you have to use One True Magic against them

If you want an atleast a bit harder game, don't equip damage weapons to your chars and just play with the start weapons they have equipped
