Answer: 13/16
As it turns out, it's pretty difficult to sing in 13/16 and be tight and distinct enough for the listener to hear the time signature, let alone the hardships of writing in 13/16. The syllables can at times indicate a different time signature than what is actually playing so I'll try to make it a bit more obvious the next time!
