Just wanna point out that this is the most amount of umbrellas I've ever seen in Vancouver.
Most people in the lower mainland don't use one unless: tourist, wearing a nice business suit/clothes, young mother with babies, or its raining heavier than normal (normal being a lot as it is).

Yeah cos they'll be able to pay the fine. There needs to be a far stronger social support system but its just not politically popular in North America.
