According to how this universe works Mumen Rider should be well on his way to being Saitama's equal at this point imo. Seeing as how he constantly gets destroyed every time he goes out which is nearly daily.
Not really, you see in the one punch man universe power doesn't only arrive from ones hard training but his or her wishes/actions as well. Crab lante became crab lante because of the excessive crab he was eating. Vaccine man became like this because of the pollution of the earth and him wanting to get rid of it. Saitama train extremely hard to become a hero that can defeat anyone with a single punch so he became exactly that, mumen rider is just a glorified nice guy, all he is training for is to be of help to anyone in need and that's exactly what he got as a power.
I like how most of this video is about the monster association arc
