@@detroitAR did you reset all settings? Did you reset location settings ? Did you set your settings region to the France region? You don’t just use an EU Apple ID and a vpn and expect it to work

Hey i tried every step on my iphone 12 pro i did register a icloud acc in Sweden and used wave vpn and followed all your steps but it still you cannot install app
You have to completely sign out of the EU Apple ID, I.e keep no keychain, wallets or data when signing out and make sure App Store is signed out as well

Hello my friend. I created a new Apple ID with a German phone number. I changed the region to Germany both on the iPad and in the App Store. I reset the settings and network settings. I set up a VPN like yours, connected to a German VPN, and I still can't download anything.
You’re supposed to reset your LOCATION settings, not network settings, that makes the biggest difference, I remember the method not working for me because of that minor mistake!
You should be logged into the App Store, and all apple services once you’ve created your apple account, if you’ve gotten an EU based phone number it should work
If anyone is watching this from inside the account, can you please kick out an iPad Air 5th gen with iOS 17.6.1 I can’t sign out and the only way is to kick myself out, and to do that someone else needs to login and then click on the Apple ID and then look for my device please? You should be able to, but only on WiFi iPads, and do exactly as I did in the entire video, and with God’s power it will work

Reset location settings. It's the last section in the reset menu.

It should work, try restarting your iPad then resetting your location settings

Your device has only 3GB of ram, the minimum requirement is is an iPad running ipadOS 18 and at least 4GB of ram.
So no it doesn’t work with iPad 7
