What else are you supposed to do? Just give up? Obviously the situation the Pats were in was stupid because the game was tied. But when you're losing, you have to throw the ball around.
And with the Pats, I don't think they were even trying for a lateral play. Rhamondre Stephenson wasn't supposed to give it to Meyers, so literally no one else on the field, least of all Mac Jones, had any idea the play was going to go that way.

Furthermore, field goal attempts (place kicked or drop kicked) are only allowed to take place at or behind the line of scrimmage. In short, yes, as long as it is a scrimmage play and the kicker does not advance beyond the line of scrimmage before attempting the kick.
If it was up to a creative thinker like me, I would re-write the rule-book and make American football a much more fun game. First I'd drop the 'ineligible receiver' rule.
