The question is, who sold the property and how it is possible to sale a protected area? I also blame the LGU and the DENR.
Exactly the question.. if its a protected area then how was it sold? I belive that DENR and LGU has to be explaining how this thing happened.. and if there are other resorts in the area they too should be investigated on how and why they were permitted to construct..?

I feel bad for the owner but, the issue is, chocolate hills is a natural resources that needs to be protected. Having a resort around it will destroy its natural habitat!
I thought protected meant to "remain unspoiled".....I visited the Hills in 2017....such a beautiful place.....WHY???? would anyone allow this to happen unless the usual pockets got greased .. I for one will never go back.....If you don't want to be considered 3rd world,then stop letting this shit happen......Why not just place billboards on all the peaks....Ring the bell as you step into Jollybee

No to quarrying in Chocolate Hills and its surrounding area.
The lgu there is to be blamed because they granted its business permit to operate

Huwag ipagsiksikan ang sarili dahil ilegal ang ginagawa at nakakasira ng kalikasan. Marami ang puwedeng gawin na hindi illegal. Hindi kayo pahihintuin kung legal ang ginagawa nyo.

Alam naman pala nila na need ng ECC muna before sila magconstruct, haayz dahil pandemic di sila nasilip kaya tinuloy construction. Now ang sisi nya sa LGU nila dahil ngaun lang nagtatanong ng ECC.
Sometimes we need to hear and understand of what we are saying . ECC first before constructing and if you don’t have it , then why construct? We have to understand that there are systems and rules that must be followed , steps by step no matter how long it may take ( patience ) , comply to all of necessary requirements and regulations to avoid problems. ( Sayings: Ang lumakad ng mabilis pag matinik ay malalim) . Never get into rush..never distract what is being protected , let us learned to put respect in the Nature..

Maybe if your project is a flower garden that blends with the nature and not a resort like this, you could have added the beauty of chocolate hills. Maybe the people of the Republic would accept it.

Akala nyo ganon-ganon lang, makalimutan nyo ang ECC?
Yan ang mahirap sa biglang yaman na inutile sa batas at atat gumastos ng yaman. Hindi nabibili ng pera ang edukasyon.
3. Hindi pa pala taga-Bohol si auntie. Nakakainsulto ito sa mga taga -Bohol na source of heritage (& tourism income) ang na-damage na environment.

I felt the side of the owner but I think they don't know what are the limitations of using such property. I may also blame the engineer or architect who supervise the construction who should know the basic requirements.

as far as i know need ng ECC before makakuha po ng business permit and development permit yung resort. LGU Sagbayan need to answer this...

Ambiguity of 20% sa protected???? Once it was declared as NATIONAL treasures plus protected area theres no such thing as 20%. All land areas within that protected zone must be declared TOTALLY protected. Kaya doon nagkagulo. Ang Batas may butas..its should be totally protected meaning no structures should be built. Alisin yun 20% na pwede pala magtayo ng structures!!! Protected pero pwede makatayo sa baba.. what???
Anong benefit ng owner ng land kung totally hindi pwede pakinabangan ang lupa nya?🤔..if that is the case, dapat totally govt property na lang sya at hindi for sale to private person or company.

The fact that captains peak resort did construct structures inside and within the perimeter of chocolate hills and the fact that there is a law that prohibits to desecrate the area is already a serious violations at the start. UNESCO look at this. Do you list up a heritage site even without a sound management system on ground and proper policies in place at local and regional?

Yung local government specifically the office of the municipal engineer as well as the office of the DENR are to be blame. Nagkulang po sila ng proper instructions and monitoring . Kawawa nmn ang capitalista hindi nila Eni explained sa kanila ang lahat ng dapat malaman sa mga batas na naukol sa mga protected areas kahit na may titulo pa eto sa may-are.
"Lagay" lang ang ginawa nila, akala nila ay di na pwedeng i demolish.

Both have the responsibility to comply the Requirements of the Government. Ecc have to check to their records who ever havent Comply...😮
For me it adds beauty and more attraction to Chocolate Hills..
And tourists can spend more time in the area because there is a safe, comfortable and beautiful place to stay so they can enjoy the place better..It will also give more income to the municipality ...
Noong nagapply sila sa office ng Lgu dun pa lang sinabihan na di pede magtayo dun kasi protekted area yon, BAKIT PUMAYAG SILA?
Why is this structures been permitted in the first place. The hills are the natural beauty that attracts many people visiting Bohol, with the building or resorts being built at the foot of the hills, it's natural beauty is gone. I do understand the economic side, providing jobs to the people in the community, but if there was no business /resorts in this area then they should have been working somewhere else.

I think the problem here is systemic. The government declared the area protected however the area is not government owned. Question is how can the government declare the area protected if the area is owned by others. I think the government should have paid for the whole area by public domain after protection-declaration so the whole area is government-owned. According to the owner-rep, their portion of land was acquired sometime 2005 which would not have happened if the area is government-owned, unless the sale is government-approved.
In my opinion, this is the government's fault or error at best after all there are similar business establishments present within the protected area according to the owner's rep.
Sad to say that this government ineptitude is going to make a victim out of the owner who just wants to put up a business.
Sa palagay ko dapat meron kyong engineer na lumalakad ng lahat ng requirements para hindi yong kyo lng ang maglalakad kasi mayproseso ang lahat lalo nat protected area yang pinagtatayuan nyo ng resort.

That resort should be demolished and charged the demolition costs to the owner plus the penalty, and those government officials who are responsible should take responsibility as well. Hindi nakita ng LGU at DENR dahil natakpan ang mga mata nila ng pera. 😂
Narami daw iba structure natayo ja dapat pantay ang traro sa lahat na occupant jan. Sino kaya nagbenta ng kupa sa kanila kc sabi niya titled daw ang lupa 5 has.,?
