If you still have time to decide, go for ECE courses or Computer Science if interested. Pune University is recognised worldwide so any college under it should be fine as long as you are ready to learn on your own. Do not try to go to VJTI or COEP only because of it's ranking. Course selection is more important.

Yes Btech degree is enough and 35 lakh package involves lots of things e.g. joining bonus, relocation bonus etc and yes the in hand can come around 1.4 in most cases
