Multiple sources would say that the exact IUPAC name of this compound 6:33 is 4-chlorobut-1-ene. I understand that both ways are virtually the same, but I'm curious why some say it's 4-chlorobut-1-ene, and some say it's 4-chloro-1-butene.
I know you asked this a year before, but I know many people have this question, so I'll answer it here. It is an old convention to put the 1 before 'butene.' So 4-chloro-1-butene is the outdated convention. 4-chlorobut-1-ene is the new convention. Both just mean that the pi bond/double bond starts on carbon 1. Use 4-chlorobut-1-ene as it is the modern convention.
I don't know which example in this video that you are referring to. However, NONE of the examples listed here have an eight carbon parent chain. Therefore, none of them would end in octane. Only substituents are ranked in alphabetical order. The B for butene is part of the parent name. The name will follow this format Substituent/s, First Name, Last Name, Functional Group

You need to include the 1 because it is not self understood. 4-chlorobutene could be 4-chloro-1-butene or 4-chloro-2-butene
