this is a pretty solid adaption of the one chapter from the manga. I just wished they included the collage at the end showing photos of little rin chans life before she passed.

Her mother was even shown being very fond of her daughter before she became abusive. It may have ended there but both the anime and manga heavily implied that she did reincarnate, just off-panel.
I cried the entire time, from seeing her enter the Registration Room, to her beaming innocence & kindness even when she was abused. As a kid, we get used to the love and know only to love back. Even when you get smacked by the hand of your father or cursed at by your mother. My entire childhood was just like hers. Although it was under my father's wrath that he'd treat me like an absolute burden. My mother wasn't always there to protect me, worseis that she ended up siding with him & started to curse me as a black sheep. I survived 2 decades and right now I'm earning a decent wage on my own. They started trying to leech off of my earnings thinking they deserved it. I refused and fought back, verbally and physically. They backed off. And until now I'm still looking for an apartment to move in, in the hope that I find growth and peace within myself. We love you Rin. Bless your heart and may you find peace.
this also reminded me of how as a kid I could somehow deal with a lot of pain and not seek help thinking that everything will be fine because the mortality of the body and death were concepts that eluded my mind. As a child I would have an unwavering hope that things will always get better. Believing that I was special, and that nth truly bad could happen to me. And that I was protected.

Japan needs to pass mandated reporting laws similar to the States. Japan's lack of mandate reporting is one of the reasons this happens a fair amount in Japan. It's very sad. But if you are promiscuous in Japan, please use birth control so you do not have unwanted children 😅
I really wish the system worked as intended here in the states, but it doesn't. CPA in all states are a nightmare, often placing children WITH abusive people. Sometimes politically motivated. The "group homes" are an even worse nightmare full of drugs, abuse... and in a larger historical arc, were founded by p-files and used to harvest victims, something that still goes on to this day. It's an ugly world out there for the abused with little, real, help. In cases where we found clear abuse, often we were barred from intervening, and in cases where no abuse was found we were often pushed to intervene. It was ugly and despicable. Good things DO happen, but its far to rare. I carry things, things that you can never be free of from working with these kids. Conversations you never imagined you would have. Horrible things you've had to witness.

WA does a Way better job screening and certifying foster parents and group home employees. While Oregon is similar to the situation you explained. I know the US child welfare system can suck in some parts of the US but at least certain care workers are mandated to report abuse. In Japan they are not mandated to report it. Before 1960s mandated reporting laws more children were traumatized and not removed from their abusive parent's home. So yes, it's not perfect but less children are having to put up with abuse than prior to the 1960s.

So the staff was an Offender that got Death Penalty when they're alive, got it.
I was confused before, like why there are another human staff in there with the dead, are they angel or something.
Think of them as Shinigamis, though for this think of it like a place where they sort out souls on where they would in the afterlife.
they're basically city(death) hall staff who are just managing dead people before going to the other side and the show is about what happened to those people before going un-alive (kind of slice of life but not a the slice of life you know)
