Where will the rain water go? It'll drain back into your foundation! If you are in a freezing zone, you're foundation will crack and the water will seep into your basement.
He didn't remove the soil and grass to regrade and assuming the original grading's is correct (looks to be sloping away from the foundation correctly in some angles) the water will move away from the house regardless of what you put on top. I think water movement will be even quicker since there are 2 layers of barrier/large aggregate at that top layer and no soil or grass to slow down and absorb that water. Yes, water will still seep through but not as much will be absorbed. I would've landscape the brown gravel area for some life back there and make that white gravel walk path stand out more though.
I had it done in my backyard using this fabric plus the regular fabric. It will take time to seep through it but eventually it will. it also depends how much rain.

Boy you spent probably 10x money easily on bagged stone than loose stone. In like a Nissan frontier size truck you can get 1/2 yard pretty full bedford 20.00.

He did not need to use the lighter weed barrier. My guess is he just wanted to be sure nothing would ever grow through it.

The grass will die. So there was no need to spray it with grass killer or remove it first.
