It's just an antenna attached to a microcontroller that responds to a signal by sending back a numerical string stored on rewritable ROM memory. Wether you carry it in your pocket, on a wearable device or as an implant doesn't matter. This also defeats the purpose of having it be mandatory in the first place. There'd be no benefit outside of the practicality that you always carry it around without having something in your pocket which can have a dead battery. If some government would ever want to start mandatory chipping I'd be one of the people most opposed to it as I think we have a right to choose what does and doesn't go into our bodies and if I'd get a chip I want to be in control of it, not someone else. Otherwise it defeats the purpose quite frankly, being able to flash your own credentials onto it (or clear them out alltogether) is crucial.
