The choice of colour is said to be attributed to the fact that while on lease, all the Houses had to be white! When this rule was eventually lifted, and the slaves were allowed to buy the Properties, all the Houses were painted bright colours by their owners as an expression of their freedom!
Cape Town is not cold, -3 centigrade would be a record a low, certain parts like Sunderland and other inland areas ( places close to Lesotho and north western parts of the Eastern cape) can get very cold but rarely go to -5 centigrade and below. Those penguins are called jackass penguins or African penguins, they are suited to live in those relatively warm areas, the water is cold in Cape Town, but the area isn’t.
Capetown is warm in the summer..up to 40°C and in the winter the city of Capetown's low temp is aproximately 9 to 12 °C. The inlands of SA can get as low as -10°C. Mosselbay in the Garden route has the 2nd best weather in the world next to Hawai.

Cape Town is the coldest part of South Africa, it can reach 5 degrees Fahrenheit or -15 Celsius.
