Every time I set the plane array to the curve, it either starts out at the bottom flat, and then slowly starts slanting more and more as it goes up the curve higher, or it starts out as a vertical plane and then starts changing its angle as it goes up it. How can I make the plane array remain flat ( horizontal to X and y ) all the up the curve?

Yes. If you want to rotate them uniformly, you connect a Value Node to rotation of Instance on Points Node. And if you want random rotations, you add a Random Value Node instead.

Just assign different materials to each individual part of Plane mesh (in Edit mode)
