@@VR00100i actually built a 7 segment digital clock from an Arduino a couple of years ago which is still working today, it consists of 28 LED's (150-200ma each)and it's wired in array mode, i thought the Arduino wouldn't be able to handle it but surprisingly it did, except that it will get slightly dimmer when more digits lights up. Anyway it worked 24/7 without failing yet.
I doubt the arduino can keep up with the fan speed, also where are the colors? You only added red yellow green but there are blue hands showing in the rows that other colors were at
With direct port manipulation it and some good optimization it could be done or it would be better to just use an ESP32 and there is an ESP32 in the same form factor as the nano so it could be a drop in replacement for better clock rate and even be capable of changing the time through Wi-Fi
You can not see the blue led because the very end of the device was not in the camera frame while building it. I do wish he showed the entire device before spinning it up.
for the people saying thag the aurduino isnt able to keep up, im pretty sure that's just how the camera captures it because if you do it with a similar fan, you will see the same result, but i could be wrong
The arduino isn't a specific trade you can learn. If you're knly interested in the arduino I would advice self studying it. If you are interested in electronics, you can look up anything between the electrical engineering and computer science study.

No, everything is available to normal ppl, only expensive thing here is a 3d printer, but those are super useful and a beginner can get a good one for less than 200 bucks

That is a cardboard/pertinax veroboard. You can just do a couple of cuts with a regular knife and just break it along that line. Far less messy.
