I also found that the connector that plugs into the wiper motor itself was an issue, too. I turned the wipers on, then grabbed the connector and pulled up on it, then down, and it started working.
My vic has the same exact issue. Ran a jumper with with power to red/yellow about 3 inches before pug and still didn’t fix it. Any update on if it fixed yours or anything that you found to make wipers work.
So been utterly busy but what I did was put a new motor after because new motor i had on there stripped the plastic gear due to wipers being frozen to windshield on a zero degree morning. New motor goes in and works fine. Then one day stops working. I know its not the wiring cause I addressed that issue. Grabbed the plug in connector which plugs into the wiper motor. It works fine after that. It seems as though the connector pins may be old as to lose that 12 volts and not work. They are female and accept the male spade connector on the motor section. So its either try and bend them with a jewlers flat tip screwdriver or see if there is a replacement aftermarket connector with new fresh connections.

My wipers stop working and I change the fuse thin it started to smoking so I had took the fuse out
