I think what's going on is that if the mod calculates HEAT and ATGM with any kind of realism, they are not going to have a huge impact on the forts as a whole. They're meant to punch through armor and hit stuff inside (aka guns or components right behind metal reinforced walls.) So hitting just metal reinforced panels with just more fort behind it would damage the fort and should cause a lot of internal damage to the immediate vicinity behind the hit plating, but they're really inadequate across spaced armor (or when you have the metal plating and then a bunch of space before anything important or explosive.) Basically you should be using ATGM's and HEAT rounds against metal doors and/or metal plates you think there's something hiding right behind it. In a game play way of thinking about it (and a very inaccurate way of thinking about it) it's like if Intern had a huge shield and sat behind it and mocked you. HEAT and ATGM's (which are guided missiles with a HEAT warhead on the end) would be like you kicking his shield so hard you actually punch a perfect Blitz-shoe-sized hole into his shield and you still kick him in the craw. The way to defend against it is shoot them down (duh) or create distance between armor. Layers of armor between your gunners and the outer most layer of armor will help prevent HEAT from punching through. HEAT's primary method of killing, namely tanks, is to burn a small hole through armor and then burn into explodey bits like ammo. For tanks, burning through core systems like the transmission or some key electrical lines also works in taking the thing out, but making the ammo cook off is usually the MO of HEAT rounds. Just a bit of brain stuff for you to bring to the fort field next time.

have you tried playing around with flying forts? it requires a little bit of thinking but you should be able to learn that after a few failed airships. there's a mob called flying forts that adds antigravity devices, balloons, propellers, and tarps(parachutes). to control an airship, you can use your core or Shockenaugh's remote controlling barrels ability. to shoot downwards, you can use carpet bombs from the mod, portals from weapons in your main base, or drop explosive barrels.
