I was lucky enough to play the arcade version back in the day in Weston-Super-Mare, probably Mr B's or one of the other big arcades. I don't remember hydraulics as some have mentioned but it was definitely a sit-in, with a nice rumble motor under the seat when you hit boost. Even though I was a dyed-in-the-wool Speccy owner before I got my C64, the Commodore version was/is hands down one of my favourite games on that platform. The music is, as you said, superb. I think I preferred the track that played halfway through loading to the menu music.

The C64 version is a definite improvement over the original Outrun. There was two versions of the original Outrun on the C64. The US Version was far better than the European Version.

Your ranking for Sega's Turbo Outrun is very good and I do agree the flawed Sega MegaDrive version is indeed limited by the developer who handled it, had a developer with a better reputation or Sega's internal Japanese teams or contract developers been given the chance to handle the conversion, it would have been much more impressive within the limitations of the Sega MegaDrive hardware.
The number one spot for FM Towns is well earned even though that hardware was not officially available outside Japan but it does show that since that conversion was made in 1989 that the FM Towns was a monster of a powerhouse for Super Scaler conversions...and it does make the Windows PC version look rubbish... I would like to mention that Square's Rad Racer on the NES has a reputation for running and playing very smoothly and fast as an Outrun copy cat game and that is despite the Sega Mark III aka Sega Master System boasting more powerful and faster hardware than the NES or FamiCom so much that iirc it was Yuji Naka who handled the conversion of Outrun and that was why that version was so well programmed and faithful.
However the main problem for us who grew up back then and had to deal with these things is the massive problem that Sega of America's 90s management staff unwittingly created when they kept pushing their "let's hold on to the Genesis install base plan" which led to the creation of the horrendous 32X which was indeed created by Tom Kalinske and Joe Miller's lack of loyalty in Sega Enterprises LTD Japan and a total lack of long term vision with what was going to happen in the long term.
Indeed it just once again made me wonder what if the 32X had been fully rejected and never approved, thus Sega's Japanese engineers would have fully focused on designing the hardware of the Sega Saturn without interruptions or compromises and also noting that Rotubo Games basically wasted their time as programmers handling conversions of Afterburner, and Space Harrier on the launch of the 32X and instead with no 32X, those conversion efforts would have gone to the Sega Saturn which just means more launch year titles instead of those conversions being made and released by 1996 where again Sega of America's management staff decided to ignore those home conversions existed and did not localize them at all and mind you that Sega Europe was still too new and under the influence of most things that Sega of America did back then so if the 32X never existed I feel we would have instead seen a Sega Saturn conversion of Outrun released during 1995 and a Sega Saturn conversion of Turbo Outrun fully arcade perfect by at least 1996 but since it never happened we never got it... but I feel that would have happened and those games would still have sparked interest in buying a Sega Saturn in 1994, 1995 and 1996 regardless of how much more impressive the Sony PlayStation was because that was the point of the 32X, to drain and derail resources away from the Sega Saturn where the 32X was never going to accomplish anything because it was gonna be trampled by the Sony PlayStation and Nintendo 64 and even the old 3DO could have trampled the 32X in the long run and Sega Saturn would have been known for not just having beautiful 2d games and decent 3d graphics but arcade perfect Super Scaler conversions...
I have the games that were converted to the Sega Saturn and I always wondered this... especially when there was word that the dev team that handled Power Drift felt they did not have enough RAM to work with and feel they would have been allowed to use the 1MB or even 4MB RAM Cartridge to have all the RAM needed for arcade accuracy because the processors were powerful enough... also the conversion of Galaxy Force II was handled by a not so great dev team as well which explains why that port is lackluster just like Manx TT Superbike on the Sega Saturn.

It wasn't popular in arcades as it was usually sold as an upgrade kit to the original Outrun. The original was still a good money earner so few did the upgrade.
Similar with the Empire Strikes Back, thats an upgrade to Star Wars cabs but they were still making money.

The Mega Drive port was something I battled with getting for years. I heard about how bad it was, saw the reviews that mirrored that sentiment... all that stuff. But at the same time, I wanted to try it. I knew Tiertex was behind it, but like with Rise of the Robots, that "How bad can it really be?"-curiosity kept nagging at me. I finally just said "fuck it" and grabbed a copy a couple of years ago. My opinion? Could it have been better? Yeah, I think so. Outrun showed that the Genesis/Mega Drive could pull off a good racing port with a good team behind the game. But Turbo Outrun wasn't half bad, especially by Tiertex standards.

You forgot the version for Nintendo 3DS. Turbo OutRun is part of the Japan exclusive collection: Sega 3D Fukkoku Akaibusu 3 FINAL STAGE.
This is not a 1:1 port, emulation, of the arcade version. Unfortunately, it costs several hundred dollars today and can only be played on Japanese 3DS handhelds. It also cannot be emulated; Turbo OutRun does not run in the well-known 3DS emulators!
And unlike many other games in the three Sega 3D Fukkoku Akaibusu collections, Turbo OutRun has not been released separately in the eShop.
It is the best version of Turbo OutRun, better than the arcade version! Such a shame that it is now so expensive and rare. And needs a japanese 3DS system.

in my opinion, places 3-6 should be: 3 amiga, 4 IBM PC, 5 Atari ST and 6 C64
atari ST downs because of lag which makes the game unplayable, but overall is fairly superior to the 8bit conversions. the PC version is better in terms of scrolling and playability than the atari ST and 8bit ports, but the absence of music and dull graphics makes it worse than the amiga port.
the FM towns version is 99% fair to the arcade.
