Question : I've beaten Turo in violet but tera in kitakami still low level while normal wild pokemon are high

Nope! Since wild Tera Pokémon are considered “fixed” encounters, you can shiny hunt them! The only thing is..you can’t increase your shiny odds for them, so it’ll always be 1/4096 😅
