PPM of the final water taken from cocopeat depends on the amount of water and amount of cockpit you have mixed. E.g if you add 250ml vs 500ml of water to the cocopeat then the PPM would be much lower, the more water you add the lower will be ppm, and also this will vary depending on the amount of cocopeat used. Hence this does not appear to be a foolproof method.

You have rightly noticed.
If the aim is to remove all salt from cocopeat, we can repeat cycle of - add water - check water ppm - drain water till ppm matches the ppm of water being added. This way we have cocopeat with all salt removed.
