Fun fact: The first line you hear was never said by Droopy. Another character, which was voiced by Droopy's voice actor, said it.

Yep! Bill Thompson used his Droopy voice for the titular Native American in 1944's "Big Heel-watha". I remember when watching that cartoon in fall 1996, when the aforementioned Big Heel-watha character said that line I was like "Hey, that's what Droopy says in the 'Down With Droopy D' opening!"

I remember this all too well growing up in the 1990s. They showed old MGM and Warner Bros. cartoons, Hanna-Barbera's "short form" series (like Huckleberry Hound, Yogi Bear, Quick Draw McGraw, Snagglepuss, Wally Gator, etc.), and once in a while they'd play a "What a Cartoon" short in this block.

Ok, can someone finally clear something up for me? What the heck was this? I remember watching Cartoon Network back in the day and they'd always advertise "Down wit' Droopy D" but I can't for the life of me remember what it technically was. Was it literally just a marathon of classic cartoons, but the executives at Cartoon Network thought that they had to give it a "hip and modern" sounding name to get kids to watch it?
I also remember Cartoon Network doing something called "Cult Toons" (at least I think that was what it was called; my memory is hazy) which were basically cartoon remixes. They'd play an episode of an old cartoon and would edit it in strange ways, like repeating certain jokes over and over, adding weirdos sound bytes, and splicing in clips from other cartoons.
One that I'll never forget was an episode of Hong Kong Phooey, where they played the famous intro, "Who is this Super Hero? Sarge? No! Rosemary, the telephone operator? No! Penry, the mild mannered janitor?" Then it cut back to a previous clip of the narrator saying no. Then they showed a clip of that old Godzilla animated series, where one of the main characters is standing in a trance, and one of the other characters shouts "CAPTAIN MAJORS!" They then cut back to Penry saying "Could be" and then showed the rest of the Hong Kong Phooey intro, but every time the theme song said Hong Kong Phooey, they replaced it with the "Captain Majors" clip. That sounds byte has stayed with me for years.
    🎵CAPTAIN MAJORS - number one Super Guy!🎵
🎵CAPTAIN MAJORS - quicker than the human eye!🎵
🎵When the going gets rough, he's super tough, with the - CAPTAIN MAJORS - chop! Hiyya!🎵
It was such a weird experience to watch that as a kid. I mean, it was funny, but more something that you'd see nowadays on UA-cam, not back in the 90's on actual TV.

This was an hour-long block of assorted MGM and Hanna-Barbera cartoons. The H-B offerings would be 7-minute short subjects from any shows that used the "three shorts" format - Huckleberry Hound, Yogi Bear, Snagglepuss, Quick Draw McGraw, Wally Gator, etc.
