For laying flagstone over an old cement patio, which is now uneven, would you recommend laying gravel first or cement? Trying to figure out what to plan for to make my flagstone flush over the old patio. Thank you guys!

We used gator dust which is polymeric sand for larger joints, it's an alliance product - we like wet lock or some kind of resin sand, for sure not mortar!

Natural stone can vary a lot, but this stuff is durable. I'd venture to guess it might even resist better than pavers
would have been cool to see the flagstone go up flush to boulders by cutting out the flagstone to fit

Generally we use polymeric dust or a resin based joint sand.

It's a quarter inch washed limestone

Yes I would screed out an inch or two of 1/4-in clean stone. Or #9's

What is thr use of the plastic sheet under the gravel?
Separation fabric, to keep the stone base from going into the mud

Most likely joint sand or some type of polymeric sand. You can mortar/concrete the joints in as well if you have more time on your project to spare.
