The custom deliveries character in the Firmament actually answers your questions about why all the dragons look different. Ehll Tou changes quite a bit throughout her story.
I call it adaptive metamorphosis. Most dragons live the same way, so they develop in the same ways. Ehl Tou takes up crafting, so he gains a unique form more suited to crafting.
And although dragons are canonically male/female like we are, I do think they still partake in sexual reproduction to mix up their genes, hence why they tend to partner off. It's notable that Vtra hasn't ever had a mate as far as we know because as far as we know, he has no biological children either. if all Vtra needed was himself to reproduce, why isn't Radz at Han loaded with dragon residents?

As far as reproduction, I think Vrtra and Tiamat both go into explaining how their family relationships work, since they all come from the same clutch of eggs.
They explained that for dragons their blood ties only go vertically downwards, as in any dragon only has biological bonds from Sire to offspring, but no genetic/blood relation horizontally. Any familial bonds they use to describe their peers is based of interpersonal relations; like how Vrtra describes Azdaja as his big sister based on how she raised him after he hatched, but Tiamat and Bahamut were mates in the sense that they were each others life companions who held romantic love. They seems to conceptualize love in a way that is wholly independent of any biological imperatives since for them there are none outside of who they came from, seemingly selecting "mates" based off of long term feelings of companionship and compatibility interpersonally. There is no sexual compatibility to worry about when finding a mate, just temperamental and emotional compatibility.
Like, Vidofnir only ever exclusively refer to Hraesvelgr as her Sire, and never refers to Shiva as her mother or anything like that. She only refers to her as "my sire's mate" or "companion" like it has nothing to do with her. So sure, while we're given the impression that Vidofnir was already around when Hrasvelgr met Shiva, that's not necessarily true, but that doesn't necessarily make the case that Vidofnir was only born BECAUSE Hraes fell in love with Shiva either, and that that made him ABLE to produce his own eggs.
To your point, I do think there is something there with how finding a mate makes offspring more likely, but more in the vein of single parenting is harder than co-parenting. So once you've found a partner, the burden of child rearing becomes easier and thus more likely. Like, dragons COULD single parent if they wanted to, but even just being able to have someone watch the kids while you hunt for something to eat makes is so much easier.
As for why Vrtra doesn't have any offspring of his own, imo it's probably more to do with him being too preoccupied with him first finding and managing his territory, then founding a nation, and also his guilt/sorrow for his sister, to want to add eggs and children ON TOP of that, than it has to do with not having found a mate.
Like, the dude's busy, has all the time in the world to get around to starting his own line, and his subjects are like his children anyway, so what need is going unfulfilled that may spur him to want to have kids, y'know?
It floors me how little credits the Golbez VA has, man gave his all for this role. The way he delivers his lines is so full of unbending conviction, it's incredible.
