There are three criterias for a full-sized planet.
First: It is in orbit around the Sun.
Second: It has sufficient mass to assume hydrostatic equilibrium, a nearly round shape.
Third: It has cleared the neighborhood around its orbit.
Now, Pluto loses out on the third criteria. Hence, it is NOT a planet.
