I haven't actually looked but I believe it's the stock turbo which means it doesn't have a waste gate, which means it's probably compressor surge. Although it doesn't sound like it's causing a stall "turbo bark".
OffroadBeaver the h1c was known for having a massive turbine housing.. and the turbos used after the h1c have smaller housings so it is a common modification to either Install the smaller aftermarket h1c housing 2nd 3rd Gen turbos like the he351 to reacher higher boost levels faster
Im pretty sure none of the first gens have catalytic converters, maybe the california trucks but from the factory no first gen ram cummins had a Cat, just a 3 inch straight pipe with a muffler.
