To be fair he was added post-launch. Ada's campaign was originally the only campaign that was singleplayer only. It was also originally completely hidden until you had finished the 3 other campaigns after which the last thing you wanted was more of RE6 to play...
When you play as the second character in ada's campaign, you cannot interact with doors or switches. You can pick up items and kill enemies and thats all. It's so obvious that her campaign is meant to be single player only, but the rest of the game is coop so they went back on it and gave us this coop partner that just barely functions. He is basically a bodyguard/hallucination for ada.
Simmons is the national security advisor of the US. The BSAA is a completely separate organisation. That's why Sherry (a US agent) answered to Simmons and Chris and Piers (BSAA soldiers) didn't.
That campaign is the reason I got RE6 back in the day, just so I could play Agent. No story involvement, no responsibility for puzzles, you're just here to kick a$$ and look cool. And you do that a lot.
Ever since I first played Ada's campaign with a buddy, it has been our head canon that "Agent" is Ada's stand. It made too much sense in our head. After all: is existence is never acknowledged; he never appears in cutscenes; he can't interact with puzzle element and whenever Ada uses her grappling hook, he's always conveniently next to her after landing.
So here's the thing that this video doesn't really show: *PLAYER TWO LITERALLY CAN'T DO ANYTHING*. They can't open doors. They can't grapple away. They can't push objects. They can't slide down the slide. NOTHING. The only thing Player 2 can do is kill enemies and wait for Ada. it doesn't matter if Player 2 gets to the end of the chase before Ada, because Ada still has to be the one to do whatever would end the chase.
Honestly? Bless them for that. If entire game was like that, it would suck, but for a short campaign? It brought so much more fun to me and my buddy. It wasn't even annoying, just funny
