You got the idea wrong... They were talking about fixing the gravity blocks. For example when you load a new world/chunk the gravity blocks(sand/gravel) "freeze" in the air and if you mine just one block and if the other gravity blocks around it are in touch with the mined block it creates a chain and all of them will fall. This can be more problematic than it sounds because if you are in a desert and mine just one block of sand you can fall in generated lava pool below the sand and get stuck, suffocated and burned to death, all at the same time...
If they were to add this, I imagine each block having a certain "weight" dictated by how long it takes to mine them and the more weight a block has the longer you can build out from a support block, similar to scaffolding that can only be built out from a support after seven blocks before you need new supports.
I think it might have been meant as a counter to random floating islands. Like, in the world generation, if the game discovers a floating island, it would get "dropped" to the ground.
It would honestly be such a pain trying to figure out how to build a large house in Minecraft if you had to take into account the way every block in your roof interacted with the walls.
