1:25 called “呼麦” which is Tuvan or Mongolian throat singing, known as khoomei is one particular variant of overtone singing practiced by people in Tuva, Mongolia, and Siberia.
Teng Ger Er is his name, which should be three syllables as "təŋ“ ”gə“ ”ər“ when you say it. He is a singer from Inner Mongolia in China and he is a mongolian. HEAVEN is a song he wrote in 1997 when he was 37 years old, and HEAVEN refers to the grassland of his hometown in Inner Mongolia. But the show in this video happened in 2018, that was 8 years after his 6-year old daughter died of some kind of congenital disease. So i think his feelings in this singing must be different from the earlier's, which might mix the love for his hometown and his little daughter, and that's why many female listeners are deeper moved by this version than male listeners. The last sentence of this song is mongolian language which means " Just follow the will of nature and time" , but i think he must not want to. He just wants his daughter could win the disease.

Tenger is cool and as you can see very talented in many ways. He came to my house when he was in NYC back in the 90's introduced by a mutual Mongolian friend and we became instant friends. When he wails that is that Mongolian steppe holla coming out.
I don't think there are singers like Tengri here that can sing with this particular style and at this particular level. It is a rarity.
Mongolians still speak sky as "Tenger" just in all day normal speeches, Tengri is a old mongolian writing pronounciation. Love you great mongolian singer. Beginning shows, the traditional mongolian khuumii and horse fiddles, which you can check from Hu band either.
Throat singing from Mongolia is very special, I went to a concert of Mongolian group once at Bled Okarina festival. I was totally surprised what came out of these people. Unerathly. But Tengri is something else again. I'm from Slovenija, EU, not used to this kind of music, and I do not understand the language, just like you, but I was so deeply touched - I can not tell. Later I found other information about the song and the singer. Tengri is a really a great singer. I can hear his voice echo traveling through Mongolia steppes. Thank you for your reaction.

He wrote this apparently, after losing his daughter. It’s called Heaven. I think he’s in his fifties.
The land that he's singing about, inner Mongolia, has also been destroyed by "development" and he has been working to re-plant trees with hope it will be renewed. That's where the anger toward the end of the song comes in - the lines at the end say "Everything will be as it was, Let nature take it's course". Your raw reaction is priceless. There's a history behind this guy that truly brings a lot of attention to himself. Which makes him very popular. But amongst his lyric "My Homeland, My Heaven" is a tragic introduction telling/welcoming his deceased daughter to know where he grew up. Some may find this info misleading or bothered by this info. But the internet is free to do history search. Tengri is Mongolian if you don't know.. but when he was young, his homeland was invaded by the Chinese people. Burned to the ground. Mens became slaves and brought back to China for work and labor. Womens... you can already guess what they do to them. Goes without saying. When the world changed and freed from the slaving system, Tengri went missing for a few years. He went back to his homeland to plant tree and tall grasses that the Chinese destroyed. He came back after that and that's how this song was made.
