Have you tried the Granit Super Extreme 2500 and the Granit Extreme 59? I have both I use the super Extreme for the rear and the extreme 59 for the front to frame I bought the extreme 59 back in 2019 at that time the extreme was the strongest U lock on the planet untill the altor SAF came out I was gonna get the D1000 but I saw that abus cameout with the extreme 2500! In cutting tests it outlasted the D1000.
So the bike was parked in a bike rack, and they removed it regardless. Is that it? If so, will they cover the expense of buying new locks? Would like to see they cut through one of those angle grinder proof bike locks, like the Litelok X1 or X3.
I have the Litelok X3 and although they can still be cut it will take about 10 to 15 minutes vs 30 seconds with normal U Locks. At least 1 change of battery & 3 to 5 disk changes. Thieves won't bother trying to steal a bike locked with a Litelok once their capabilities become well known by thieves, unless it is in an isolated location in the middle of no where ( because no one will hear them or see them). But police have all the time in the world so they will cut it if it's necessary.
When you get a chain, are some chains easier to cut than others if they are the same size? For instance, there is a video on YT where a guy can't cut a single chain of any size with a large bold cutter. Neither a Home Depot chain nor an expensive Abus chain. You cut an Abus chain with a bold cutter however
Some of the more expensive chains sometimes have links which seem too thick to go in between the blades of the bolt-cutters. And/or they have special slippery coating, perhaps teflon, which makes the blades keep slipping off.

How did you know where they move your bike?
There was a paper sign, and a police officer on duty explaining what happened...
