I did most of what you described but not in the sequence of what you are saying. #1 I took handgun safety course and the Target shooting test and got my certificates from ROC Training Academy in Monroe Twp in NJ. They also gave me the number of the closest State Police Barracks to me. #3 ROC also gave me the code to be fingerprinted and oi # of the Bordentown Barracks. (Since I still did not have an SBI number I could not fill out the application) #4 I emailed the ssGt of the barracks who handles all things firearm and he and he responded pretty quick. He wanted to know how far along the process I was. He asked had I been fingerprinted already to which I said yes, I just did not have an SBI#. He then said he would see what he could do for me. Within a week he called me and gave me an SBI#. I filled out the application the same day. Also on that day all my 4 references were emailed and they sent back the responses. Three weeks later I received my permit. I now have a PA and NJ carry permits. The whole process took about 5 weeks. I did not push the issue with the State Police, I know some people will try to make the process move faster, but it is what it is. The sergeant at Bordentown saved my ass because he cold have said to apply for a purchase permit first, get the SBI# then I could fill out the application. The police are not the enemy...

I noticed you said "you go pick it up" so you're saying they don't send license in the mail? I just drove 4 hours to york PA just to pick up a license not interested in that again other than to renew

When i got my prints done, over 6:06 a month went by and after not seeing/hearing anything I emailed one of the Firearms Officers at the NJSP barracks I went through and respectfully inquired as to the status. I attached screenshots from my registration for fingerprinting appointment as well as screenshot of submittal status when logging into account on Identigo website. Few hours later, got email reply with SBI #. If you decide to go for FID, the SBI will be the same number, it doesn’t change. If you can’t get a response via phone or email, disregard what they tell you about not visiting the barracks. Yes, they are very busy. The state of New Jersey has reportedly issued over 41,000 permits since the Brien decision. We all know, though that being persistent is the only way anything gets done . Be polite, but be persistent. My advice is that you call and speak with the desk, sergeant or Duty Sergeant and inquire as to when a firearms officer will be on duty so you can call back then. Then just make a point of showing up there at the start of that troopers shift before he goes out on the road.

My NJ CCARE students who have applied since the begining of June when they changed the non-resident process have been communicating 20-30 days for approvals of their non-resident PTC from NJ SP. Let me know if you're on Long Island and want to do the CCARE qulification

I filed months ago my NJ none resident CCL but without any word of it yet. I do have the two NYS required certification class already, obviously since I have my two NY CCL’s. Is this class different for NJ that you are talking about?
New Jersey qualifier is specific in New Jersey. They will not accept qualification from other states that doesn’t mean you have to do it in New Jersey though. Just fine then instructor or facility that offers the New Jersey course

I have been fingerprinted, I have my references, and have already taken the class as per instructed. Since I have no desire to purchase anything in NJ, I am only in need of the SBI # in order to submit my application. I currently have my NY permit, along with 5 others. I have tried to call the troopers or barracks closest to my location, but voicemail saying DO NOT COME THERE is my only response. I would love to know how to proceed. Especially since I really do not need the FID card.
Fingerprinting coming back without red flags is requirement for issuance of SBI number. I got my PTC first and have FID application pending now. Been several weeks already. Been told by Troopers that they are waiting for one county in PA where i previously resided to respond to SP-66, otherwise good to go. My advice to all is to apply for both PTC and FID simultaneously so avoid delay with SP-66 check being done twice. As I mentioned in my comments a few minutes ago, we tend to get conflicting information about whether or not we need the F ID card when we are not even New Jersey residents. Everyone throws the acronym FID around and it’s easy to forget that it’s actually a firearms purchaser identification card. So… If you’re not gonna buy firearm or ammunition in New Jersey, why do you need to have that card? I applied for it so I can have the option of transporting a long gun in the vehicle Should I want to. The trooper/firearms officer at the barracks I deal with told me that I don’t need the F ID to transport a long gun because I have my permit to carry. When I asked where I can find that in writing, he was not able to answer that question. For a few minutes extra work and a lousy 100 bucks, I will feel better when I get the FID card. Just remember all of you out of state people, if you elect to transport a long gun when you are in New Jersey, it behooves you to know what is New Jersey compliant and what is not.
Here’s one for you regarding sensitive places. You cannot carry on public beaches. However, it seems that there is no prohibition on carrying when you were on the boardwalk. Have fun trying to unravel that logic. I referred to it as Jersey logic or Murphy logic.

I can’t speak to what’s required for dual residence of the two states, but I can tell you for a non-resident, there is no rerouting through any local police department . For people like myself, everything is through the State Police. Also be aware of the form SP - 066, mental health history consent form. I have had conflicting information given to me regarding the requirement or lack there of for FI ID card for non-residents. From what I read in the forums, the Woodstown barracks in Southwest Jersey has been telling Delaware and Pennsylvania people that it is not required. I recently had , a firearms officer in North Jersey barracks initially tell me that it is required, then when looking into it by speaking to someone up the food chain, he tells me that it turns out that it’s not required. No one however, can tell me where I can find it in writing so God forbid you have a run-in of some kind, especially if you’re dealing with a local police officer, you very well may have yet another headache to contend with. If anyone is aware of the law or code section for requirement or lack there of for FID for nonresident, please post the information.
Crazy, thanks for the info. I saw on a document from state police that they would transfer to a local PD closest to you. So either it is something new, or bad info from state Police. I will try to find it.
U will have no issues as the non resident permits supervises the FID. U may not be able to purchase a handgun in Jersey but so what long as u can carry it

I am giving my experience and still in the process as a dual resident applying for the NJ ccw. My driver license is PA but have a job in NJ and a rental. When applying took a month for FID. I think it’s just easier to have the FID card than to not have it for $50. Had to also do the mental health consent which I forgot and they just sent me an email to sign and they fill it out too (Lucky me). Appointments recently for fingerprints when I applied was 2 weeks out also DONT be late. For me I had an Essex county resident card which they did not take but a lease agreement worked. In the process of the CCW as well now my 4 references are done just waiting on them to get back. Also did my qualification at ROC. It’s expensive and time consuming. Also waiting on Utah and Florida to get back to me. I know for Florida it got approved. Utah not sure.

I hear now NJ residents with a CCW can apply for A NYS non resident permit which is good in the entire state including the 5 boroughs . Thoughts?

NJ is very strict to where you carry basically in our driveways lol. NJ has a lot where you cant carry. 🤦🏻♀️
