Even if they're titled in his name he could still be a "dealer" not sure of the requirements in his state but over here you're a dealer if you sell 6 cars/year. (Dealer license, plates, ins., etc.) You think he doesn't sell more than that every year?

Only speciality insurance companies will actually insure these vehicles. Since they know these cars aren't on the road as often as normal cars; their risk/reward ratio makes it financially smart to go ahead and insure crazy-expensive cars.
