    I think because you confederated the dwarf faction that had captured the Silver Pinnacle, this is why the vampires are basically stuck. The AI dwarf faction was in the process of building the landmark there that spawns the vampires. Only the faction that builds the landmark will be at war with the vampires. Because you confederated that dwarf faction you got the city but the vampires were not at war with you, so the event bugged out. Those armies only spawn for an event(building the landmark) and will automatically declare war on you so you cannot declare war on them. They are stuck there for the rest of the campaign. Besides raiding you, I would just ignore them because you just cannot physically do anything with them. No interaction at all because they are part of an event that was screwed up through confederation.

      I don't recall off you can, but destroying the building and rebuilding it should reset the whole process and fix it.

    Super excited to see the new Ogre and Khorne units! Also, it would be best if you put all the ethereal heroes in Belegar's army. Loving this campaign, as always!

    Heir try garrisoning the silver pinnacle with your army. It looks like the vampires have bugged out, but I have seen them act a bit like that when there is an army in their way outside the settlement. Maybe try garrisoning the silver pinnacle for one turn, and if they do not do anything, then just ignore them.

    Probably just ignore the Vampires. At least keep an eye on them in case they actually do something, but for the most part just ignore them.
