The answer is yes and no for both questions. There are two types of turbo flutter. The one people want to hear and the one that people don't. Theres Closed Throttle Crompressor Surge and Open Throttle Crompressor Surge. Closed throttle is that nice Stututututu when you get off the throttle. The throttle plate is closed and the turbo is still spinning pushing air that can't go anywhere so its pushed back. The turbo is now getting backwards pressure and gets choppy. What's happening is not critical levels of force but rather the internal pressure is effectively acting like a compressive air brake causing a stutter. The only downfall is your turbo will loose it's spool slightly faster. OPEN throttle surge is when youre wide open and your turbo is still trying to put more air into the engine than it can take and you start to get stutter mid pull. The turbo is still being powered under significant amount of force as back pressure is trying to escape at the same time it's trying to build and force air. This is what turns your turbo into a bomb and causes horrible wear on the bearings. So no, good stutter is good. Bad stutter is obvious because you're shit will blow up while your sitting there thinking "what's that sound?" Your biggest issue is gonna be runaway boost without a BOV so do your homework. Also Every. Single. Turbo. I've ever helped fix after it popped was due to poor/NO oil system. That shit gets hot. 20,000 rpm on a bearing spooled by literally the hottest chemicals in your engine needs some cooling. P.S. you can actually run a BOV and still get flutter if your setup is right but that's a whole new trick filled hat to play with
I was in love with the sound before but not for too long, mine got damage so I needed to install blow off vavle. This is Compress air surge. But anyway, this is absolutely the best sound!!!!
Blow off valve is too tight causing some air to come out the bov but mostly out of the turbo compressor once the throttle closes. This isnt compressor surge as compressor surge occurs during acceleration. This is pretty harmless and it doesnt hurt performance. No turbo flutter is ideal but its your car, personally i have a bit of turbo flutter and my car still runs the same at the track

Most people will tell you that this sound is not actually a good thing. It is slightly damaging to the turbo. I doubt your turbo will catch on fire or anything unless your tune is wack. Just over time your turbo may decay quicker than it would with a BOV.
I see a lot of those RAIMAIR filters. Does anybody know how good they are? Unfortunately there are almost not tests that actually show how high the airflow and filter capacity of different filters is. But at least I found, that AEM filters (no oil) filter much better than K&N filters (oiled), while having pretty much the same air flow. BMC filters seem to have slightly less air flow. But I have never seen any tests with RAMAIR filters. Not to mention Pipercross etc

Blocked wastegate, large stainless piping with a nice 45 bend on the intake open and about half a metre
