If a newer boat runs itself right up onto rocks and damages the hull extensively and is fixed under insurance, is this a big red flag and compromises it's strength? Should I stay away from purchasing it? Thoughts?
If the repair is done properly then there are no concerns. Sometimes it can be stronger in the repaired area because the layup may end up being thicker from the overlap of old to new.
Delaminated on inside as well so you need to grind on inside to remove delam. Makes for stronger repair when you have new glass sandwiching existing glass. We were able to maintain the shape of the hull by glassing inside first. Less fairing in the end.

Not if done properly. Fiberglass in pretty much infinitely repairable

What is polybond and when is it used?
It's a resin based paste. It's white and gets mixed with a green paste catalyst. We use it to bond fibreglass to fibreglass or wood to fibreglass.
for under the water line holes should we use mat or gloth???
Hulls are typically laid up with mat and roving. Roving for strength and mat around it for better bonding. We don't use cloth.

24 oz roving, 1 oz mat, Vinylester resin, Polybond, 3M marine premium filler

Units are a combination of fibreglass layed at once. Mat/roving/mat would be placed at one time.
