You can collect all collectibles after finishing the prologue. No money reward for collecting street arts, you only unlock decals which can be used for creating liveries. You will also unlock trophy/achievement and Ferrari 488 GTB '15 which will be gifted. You will also unlock new player poses when you collect 5, 10, 15, 25, 35, 45 and 60 street arts.
noticed that some of these pieces are made by Chicago street artists like Bear Champ and Sentrock. I think it's a nod to the game being set in a fictional version of there?
There is some street art that I can't seem to collect. It's there I can find it but it won't give me the option to collect it. Is there anything else I have to unlock to be able to get that art?

Complete prologue, that's all. As long as you see street art icon on the map, you should be able to get it.
