Without plastic surgery:
1. Healthy diet + supplements and vitamins as the skin shows its not very healthy.
2. Moderate exercise, you don't have to be gymbro just moderate exercise, running or anything that works with core.
3. Better haircut which works with your forehead, bangs could be a start even if short to balance the face
4. Braces would probably work extremely well with the shape of the mouth and the jaw. You can definitely see some overbite with her so this is not just for aesthetics but also for health.
After that just slight makeup and eyelashes and eyebrows will do the trick. Bam she will now be beautiful and without any plastic surgery.
I was gonna say posture as well, not only affects your top portion of your body, but your confidence with it. It also brings with loving yourself, she's uniquely her, can go a long way when you're tryna change yourself for the better. Hope she succeeds!

Even if not always true, I sometimes agree that outer looks reflect inner state. I've seen students burned out, smelly and unkempt, reflecting inner stress, turmoil and anxiety. But I've also seen some in the same circumstances fresh, well groomed and dressed, reflecting inner calm and perseverence. The difference between both was mainly in their daily habits and routines.
Eat healthy and varied, do some exercise (even stretching at home is good), find new ways to mix and match clothes you don't use, wash your teeth, groom your hair, smile plenty and laugh aloud.
If she gets some sun and starts exercising, she will look and feel better.

finding a haircut that suits your face better is a great advice and can completely change the proportions of someone's face, I've experienced this myself. some haircuts make my already bigger than average head look even bigger and it's kind of dumb looking, but some haircuts work well. I'm a bigger than average dude both in height and width and haircuts that make my head look more longish fits my body proportions better (similarly to how if you're overweight wearing club stripe clothing can make your body appear less wide).
I'd recommend her try a haircut that "hides" some of her forehead so it doesn't appear as large (I think this is called "fringe" in english but I'm not 100% as I'm not a native speaker).
also smile more, smiling is one of the greatest things you can ever do to look and sound more attractive (yes, if someone is genuinely smiling while talking you can even hear it over the phone due to how the person's voice changes while smiling)

I recommend the channel ‘think before you sleep’. He’s given lots of advice on how to improve yourself, and I think he has one on how to dress well.
It is a case of trial and error. When you go clothes shopping, try on different silhouettes instead of just different colors/designs. Try different cuts and lengths. Don't shy away from accessorizing, even a simple necklace or earring can give the illusion of dressing up.
If you don't know what style you wanna go for, I can also suggest looking at pinterest. But people there look so perfect all the time so I try not to compare myself to them if I take inspo from there.

Looks matter so much. A few years back I was an unattractive guy. I started looksmaxxing, I got braces, strict skincare, mewing and I hit the gym so hard. I fixed my style, my hair and so on.
Now Im an okay looking guy, many even consider me hot. Its a different life. I am getting treated with respect, women show interest all the time. Everybody is nice and is doing things for me. But I remember it wasnt always like that and my heart breaks for this woman and all the others who suffer because of their looks. Ive been there. It is fixable and sadly, in this day and age it is so important. More important than anything else.
When you are feeling down someday, try having the best shower, the best clean of your life. Wear the best outfit with the best combo of colors and clothes and tread with a puffed chest.
This always helped me when i felt blue. It just gives you courage that you are someone of potential.

She has a typical chin what cause an underbite on the lower jaw. She dont even need a surgery to correct it just money, time and a very very good dentist who use a bracer to correct it. I do not kidding, it can be corrected by spec bracers. Her face will change and wont be unnatural (like sometimes with surgeries) bc actually they just put back her jaw into a correct position.

I had an underbite it was not this nearly this severe. Braces fixed it. However she would need corrective jaw surgery. However Chin and jaw implants could help her. They are pricey but 10k is a worthy investment for her to FEEL beautiful. If that is her goal is it achievable since her flaws are fixable thanks to modern medicine. She has decent features in the upper region of her face.
Love yourself first confidence will show the all else will fall into place
It's better to be realistic on your uglyness than thinking your beautiful outside and that that dispence you from improving your inside
Also wear makeup, find a hairstyle that suits you and wear clothes that make you feel confident. The key thing in life is to work with what you are given and to try and improve the things that are in your control.

Speaking as someone who was in her position, about 70k worth of plastic surgery. You can have the best clothes, makeup, gym routine, they do NOT cancel out bad bone structure. I pull more in sweats and skinny fat body with my fake expensive face than I did with my top 1% body and top of the line makeup and clothes. (The only reason im not trying harder right now to dress up is because recovering from plastic surgery is tiring)

For woman it's 10h to have ideal sleep time for body care.
My dad always said to me that around 90% of people are average looking and have decent genetics (varying in scale just a bit). The rest are either blessed or cursed to be ugly or really attractive. This lady (no offensive) is unfortunately the minority, but most people who are ugly or attractive choose to be in his experience. He is 100% correct and most likely you have good enough genetics but choice to be the way you are.
