@Henry H .. Yes, I'm well aware of the police presence. However, that doesn't excuse tactical sloppiness by the guards. They're supposed to be the Queen's best. Their tactics, even within this ceremonial context, should reflect that.
The duty is voluntary and is considered a worthy accomplishment for these active duty military personnel. While the guards rarely stand duty for more than a few hours, the marching is to relieve the stress of standing for those long periods (exercises muscles, increases blood circulation, etc).
