      They grappled the vehicle, he made a bad decision and there were consequences. He had the option of getting arrested and no one would have been harmed. This is on him.

    Yay for Indianapolis! 😢 My home city. Its so trashy and getting very dangerous now. I used to be homeless for quite some time unfortunately, and I frequented downtown. The greyhound bus terminal a block away from where this incident happened is awful. One of the worst greyhound stations in the country. Meth infested, full of drugs and homeless people. A friend of mine was shot in the head 3 months ago right by the bus bay around back. Catty-cornered from the greyhound terminal is a White Castle. You might remember a viral video of 3 drunk judges getting into a fistfight with 2 others, ending with two of the judges being shot, at that White Castle.
    Unfortunately we just had our Democratic mayor, Joe Hogsett, re-elected... Which means more years of rampant crime and people charges with violent offenses being released on their own recognizance. Indianapolis is getting what Indianapolis votes for. As for me, I moved out of the city 3 months ago and I'll never be back.
    EDIT: wow, thanks for letting us know about the throwing stars. Indiana has some of the most lax blade laws in the country. That means now only ballistic knives are outlawed! 😅

      I live in Carmel, and used to go downtown several times a month to the restaurants and cigar bars. It has gotten so damn bad down there, I avoid Indy altogether....

    I remember seeing videos from the inventor of "the grappler" years ago. He was going through various designs, trying them out and showing their applications.
    I remember seeing them back then and thinking how cool they were and how they'd definitely see chases ended in a much safer way.
    Good to see that he not only perfected the device but that departments have been using them and they work!
    Good stuff.

      I remember seeing them in Cops or Live PD awhile back. Then they disappeared and now I’ve seen them a lot more often. It was cool thinking I probably saw some very early prototypes, even then they worked really good. Now the finished product is awesome and helps when PIT maneuvers are not available (when cars are going too fast and will tip over, or when there is lots of traffic around or parked cars

      I was super skeptical that these things would actually work as intended and not just A: Get ripped off by the force of a wheel moving a several ton vehicle in the tipple digits of mphs, or B: cause both cars to inevitably crash as the panicked suspect wiped the wheel desperate to escape. Glad to see they actually work well.

      @@christopherjones8448 Results might vary depending on what kind of car gets grappled.
      Pretty much everything on the road is a front wheel drive. So the rear tires don't have anything other than their momentum to rip off the grappler with. A rear wheel drive might be more problematic since it actually has power going through it and so can better sustain its motion.
      The rear wheels not having any power is also why the car doesn't stop too suddenly.
      As for the controllability pretty much every car ever made only uses the front wheels to turn. So while it is now applying more friction from being stopped, the grappled tire is still at least pointing the right way. It'll cause some steering issues, but nothing sudden or disastrous.
      If a car steers with its rear wheels and has one get grappled THEN you might have a problem. But those are pretty rare.
      And of course at the end of the day this is the alternative to the pit maneuver. And it's kind of hard to get less controlled and more crashy than a technique that literally revolves around crashing into a car to make it lose control.

The first and only thing you should do when an officer says "Show me your hands!", or is pursuing you in any way, is promptly display both open hands to them as clearly and far away from your waist or anywhere you could conceal a weapon as possible. This is without a doubt the most effective and simple way to ensure you are not shot at by police. Hope this helps.

    The reasons why these are mostly in Arizona are probably because the Phoenix PD are one of the only four departments in the entire country to use the grappler according to the manufacturer's website. It's also made locally in Phoenix, so that is likely a big factor too.

      Was about to mention this. The device is made in AZ so it makes sense Phoenix PD would have a bunch of them. Great devices. Low tech and effective. As long as you hit the tire with it, you've got em.

      CHP and LAPD have looked into the Grappler and unaccountably decided to not buy them, FYI. Pretty sad - this thing just *works* to end pursuits fast and reportedly it's really cost effective.

      Likely due to it being hard to setup and deploy to be effective. You can’t just drive with it out lol. Only good for super long chases.. and seems most states (cities at least) are adopting no chase laws now

    The fact a roofer by the name of Leonard Stock invented the grappler device to safely end police chases, thanks to a dream he had as a result of watching a chase that ended with an innocent person being T-boned is amazing. Shows you never know from where or by who the next great idea is going to come from. It's not always university graduates or people working in MIT that come up with cool invention ideas. I hope the Grappler becomes commonplace with all police services in the States and ends up getting sold around the world - we here in the UK could certainly use such a device to end pursuits safely!

But yes you are right that there are amazing people doing regular jobs - I'm just pointing out how cool it is, and the fact that an invention to help police didn't come from a current or former police officer (since it's their job, you would think it would be one of them to come up with something like this. Well, I would - maybe that's biased thinking I dunno).

Its actually kind of accurate because you work up there all day in the sun you will need some physical pain relief, but I can see that a guy starts pondering a problem and comes up with a solution that should have come sooner. Every human is more different from the others than we realize, hero's walk among us.

      ⁠​⁠@@jonthinks6238 The maximum speed for a PIT is 35 mph. They cost $5k to install, and probably much less per use, which is probably much less than the cost of repairs to a cruiser after performing an aggressive PIT.

      I was coming here to say the same thing. It was only used in Arizona first and I'm glad other states are giving it a chance. I don't know how well it would work at high speeds (like the stuff that comes from ASP) but it seems to work well at the lower ones.

    As a lifetime arizona resident, I actually have an explanation for you as to why all those grapple videos are coming out of AZ. Arizona and especially Phoenix have very well designed and extensive highway and freeway systems that cover the whole city and state. They're also not usually that busy. Only 1 main highway typically gets backed up around the 9/5 rush. As such, it's really easy to get your car up to 140 on the highway and just cruise around the whole city. Makes it a speeders paradise. To this point, the department that specifically deals in stuff like catching speeders and vehicles in az gets a HUGE budget. Able to afford super cars and make them undercover cop cars, same with electrical utility vehicles and even a hearse. The grapple is something that's realities cheap with just how effective it is, so they're encouraged to use them and are attached to most pursuit cars. So tldr. Arizona has a lot of highways and speeders, so the police get more opportunity to use the grapple since it's super effective

      It's more of a budget issue. People like the idea of defending the police, so they have to pick and choose what they can buy. The pit maneuvers exist, and while not as safe, they work well enough. So the grappler isn't really essential.

    The nullification of bans on throwing stars is no joke. These are wins for 2A: it's not just about guns. Colorado had some of its anti-knife laws nullified in recent years. It gives me just a little hope seeing more and more weapons bans being removed and/or ruled unconstitutional.

      As someone who loves butterfly knives as good pocket knives that can easily be opened with one hand and double as a fidget spinner, I definitely agree with this. Like it's anymore dangerous because "omg it spins" or whatever. You can practice opening a regular pocket knife quickly with one hand; ig switchblades/gravity knives are a little more simplistic, but hey, you know what's even quicker? A regular asf kitchen knife.
      Even when you live where they're legal, it's not uncommon to run into people who thing like "oh dude those are illegal what are you doing." - mfer I bought this at the freakin' sports shop in the mall, you can get one too.

    Can I just say a few words in defense of the Buick LeSabre? My folks bought one in 1992, and it was a freaking AWESOME car. We took a lot of road-trips in it, and I think my brother-in-law is still driving it.
    Sadly, we never got to use it for criminal activity.

I lived in a small city in North Carolina many years ago. The PD decided to get very proactive with fleeing felons and in a matter of months nobody wanted to run anymore.

    That "Grappler" is a very cool, relatively low-tech, low-cost device, that appears to be much safer than other techniques, like the P.I.T. maneuver! Not only does it make it safer for everyone involved, especially civilians, but the police are kept safer. With this new device they only have to hit the suspect's tire and slam on the brakes, to completely immobilize the vehicle. Instead of trying to match speeds and perform a potentially dangerous maneuver, that could send both vehicles out of control and in danger others! This will make police far more effective during pursuits and keeping the bad guy from getting away!

Instead they just changed the pursuit rules... Which does nothing but tell some criminals if you run long enough they will stop chasing you.

    Donut, the grappler was invented by a guy in the Phoenix area. He used AZDPS (Sate Troopers) and a couple PD's near him to help test and use the device. You don't see many AZDPS cars without them now. They work incredibly well and are starting to be utilized in other places now.

    Here in Brazil is very normal to see three cops inside a patrol vehicle this kind of unit it's called tactical Force it has nothing to do with SWAT it's only three Patrol officers but armed with rifles

    I remember the development of an EMP device that LEOs could use to short out the electronic ignitions of cars they were pursuing. Never did see wide scale deployment. But I think the grappler is better anyway. The EMP only stops the target's engine. The grappler stops the entire vehicle in a short distance. Plus, it keeps it tethered to the LEO's vehicle, thus allowing the officers to prevent it from making much in the way of maneuvers in the last seconds. This video shows that aspect of the device very well.

      and if the vehicle is something with points ignition and mechanical fuel delivery rather than electronic, the EMP wouldn't work in the first place. All they'd be doing with that EMP against anything from the mid 80s and before is frying the radio.

      Nauh those were so many shots and rickey boy still was alive and able to ran out of the car before getting gunned down. Extremely poor accuracy and discipline in my opinion, since they shot the women multiple times too when she was only driving and didn't have a weapon, technically making it an unauthorized use of deadly force on her end of things.

    My biggest problem with The Grappler is that anything above 70mph is is deadly. There was a vid that was uploaded about two months ago where they were trying to stop a pick up that was doing 90. And The Grappler came apart, right back in to the police cruisers window putting the officer in the ICU. The vid was taken down pretty quick.

    I bought a 2nd hand '92 Le Saber 15 years ago for a 'work car'. I paid $150 for a 6 cylinder 4-door with NO back seat. Whatever, I'd drive it 6 miles to work, 6 miles back, 5 days a week. I was 40 yrs old at the time & could not believe how many times I was asked to pull over or just had my DL checked. Good thing, too. I didn't know the car was sold to me with fictitious tags or had been involved in a drug bust about a year before I bought it. Prior to that, I drove a '91 Ford (Mazda) Probe in WA state the very year they became the #1 targeted vehicles for theft. I learned THAT little bit of trivia from the Officer that gave me the report to fill out when it got stolen...

    The Grappler is phenomenal! Far superior to the PIT... less dangerous for officers, suspects, and bystanders alike...and less costly than repairs from PIT attempts! It's honestly a no brainer, and there's no excuse for departments to not install them. As a side note: end qualified immunity, end civil asset forfeiture. They're affronts to the Constitution, and bring nothing but shame to the force.

    The grappler seems so much safer than a PIT. Because they can't slide out and across into oncoming traffic as the deployment vehicle acts as an anchor. I have no idea why more depts haven't utilized them. Safe so much in property damages too. Seems like a much better idea

      Budget probably. On the other hand in most cases cop's cruiser doesn't sustain any damage when deploying a grapple, so it cost shouldn't outweigh repair after PIT.

    Grapplers are mostly in AZ because they’re one of the only agencies that invested into them & ordered them right now. It’s still kind of in its infancy…I remember watching a video when the grappler was still just a concept lol
