Nathan, great meeting you too buddy! I hope we can get together at Rick’s again this year. I’ve had this Farmall H carb apart twice and replaced everything I could, but your 9N was a good example that I must be missing something! I need to make a video of the story of my 2N and post on here.
Check the float in the carburetor for weight (fuel inside brass) and hight, make sure the needle seals up. But check the engine valves too, might be tight after the first run in. Same with the points, sometimes things change after the first start.
Put some automatic transmission fluid in the gas tank and run it. It'll clean the gas tank, lines and carburetor. As well as clean the intake valves. ATF is super high in detergents. Worked great on older cars as well as diesels...clears up the sinus problem.
Seafoam works too. Just ask for it at your local auto parts store. ATF like you said probably would clean everything out. Idk I've never tried it. My dad swears by seafoam, tho. Cleans 02 sensors really good.
Regardless of what's wrong with it is one hell of a machine and well-built and there won't be any more built like this any longer. Yeah I would sink my money in to fixing it because the metal alone you can't duplicate anymore. Quality is not a concern buy any company in any country any longer. Although there are exceptions I will always pick a machine a mill a rolling machine whatever, from the 40s 50s and 60s maybe even the 70s. But what I've noticed all the machines made in the last 30 years have so many problems. And the quality is always second to those made in the 40s 50s and 60s no they're not as fast but they do last 100 years even the belts on my machines last 75 years. So far. I don't even want to change out my old belts out of fear that the new belts will suck. I replace keys every so often in the quality of the metal sucks. It will go from 375 to 372 in 5 years. Nothing has quality anymore. Forget about automobiles
Float is probably hung up on the side of the bowl. Common issue. Sometimes taking it apart and putting it back together many times. All good man.

Probably gravity fed from tank to carb. Check the floats and needle

how much slop is there between the throttle shaft and the carb?
It can be to heavy oil in the air cleaner
Check the air intake going to the carburetor
