After playing through the quest myself and then going through it again with this video, I think I've pieced together what's going on. Wally needs Entrati for some kind of bigger plan, and while interogating Entrati, Wally acted out what he plans to do first - harm Loid. That made it clear to Entrati that Wally needs Loid out of the way because (as also shown in Whispers of the Wall) love somehow overpowers Wally's influence (kind of cheesy, but that seems to be the direction they're taking it). So, the Drifter needs to build a connection with the Hex so that they can use that love to fight back against Wally's influence over the reactor incident.

To answer your questions, We were sent here by Loid. He had sent us back the same way he did Albrecht. He had planned this for a long time. The drifter knows all this is happening because of the reverse nuke. The way I read it, the drifter had already looped once and failed. The resetting of the loop returned to 24 hours prior to the nuke but in the ending scene, it became apparent that 24 hours was not enough time. The Man in the Wall outright tells us that we were out of time and the Hex members were already dead. Therefore, the logical answer is to give the Hex more time. Namely, a year. Drifter seems to be capable of resetting the loop no matter where they are. This one I'm not so sure about, tbh. And we were killed by Albrecht for two reasons. He's willing to throw other people away, much like he did the Hex members, Loid and the Cavia, all for the sake of his goals. He killed the Drifter (theorising) because, A, we made it obvious we wanted no part in helping his plan along, that being nuking Holvania to stop the breach and B, with the nuke unable to be stopped, he didn't need us anymore.

Also, why didn't we actually go to loid to start the mission. The drifter said he knew the scaldra captain, how many times has this loop happened. What changed this time in the loop. They seem to be making quests more and more drop you into the middle of a scenario, and you yourself have to make guesses and inferences as to what led up to the quest, when they should be showing or telling us what we do to get to this point

Drifter knowing the Scaldra Major isn't because of the time loop, it's because the Man in the Wall was appearing as the Major. That's why the interrogation cutscene was there to show you it's the Man in the Wall, and why she calls you kiddo. The nuke being shown at the start is basically just so you know we're here to stop it, that's why every single time the location appears in the corner it says "Reactor Incident in x hrs x mins" The only thing I'd really say needs to be assumed is Drifter starting the time loop since yeah you wouldn't assume he can do it outside of Duviri at first, but otherwise it makes decent enough sense if you're paying attention to the offhand dialogue

Entrati explains it immediately after. Rusalka is the breach, the Indifference is leaking into 1999 through her, growing stronger with each loop. She was probably just the second in command of the Scaldra at first, but loop after loop the Man In The Wall leaks in, replacing her. Until just like Operator-Wally and Entrati-Wally, Rusalka-Wally is his Avatar in here.

If you are referring to the quest that takes place after the main 1999 quest, that was a glitch. You are supposed to need max rank with The Hex. (they have since fixed it)

They have different kinds of control I would say. The Tenno's power is more general, like a battery can be used for many appliances. The Drifter's control extends within the void itself. The drifter is also the master of Duviri. They assumed control of it all and only leave Thrax in charge because they can't be bothered taking the throne. They simply exercised their authority for the first time to loop the Hex, now with their memories intact.
not really, they are equal just they use the void differently. The operator can control time through themselves, allowing them to go back in time when they die etc. But the drifter controls time through the enviroment, allowing time loops to be created

Remember in some of the cutscenes in warframe where we are possessed clearly by the indifference (wally)? So for example, one of the cut scenes just before new war, showed us with dark purple eyes before we shake our head? Yeah, so that demonstrates that the indifference can inhabit people directly. Rusalka is her own person, before warframe 1999. The reason she is possessed now, is due to albrechts time meddling. His lab uses void energy most of the time. Including the way he went back in time. Which meant that the indifference could follow, and did. Why drifter? Drifter had to be present, rather than the operator for a reason. Drifter didn't make a deal with the indifference. That, and the fact that drifter (hotly discussed) created duvri. When the void jump failed, and duvri was created. Duvri itself was a paradox. A imperfect timeloop, where drifter, and only he and teshin, could remember previous loops, and seemingly anything in teshin's cave, and also thrax. (thrax is debated to be a younger version of the drifter. adding more of a paradox.) Towards the end. It's revealed that Drifter gave "a fair trade" to thrax. Mostly things that he didn't want to deal with. (the memories of the Zariman, and protecting duvri from both the indifference, the corups, and the Grineer ) But, through it, he relearned that yes, he, drifter, *can reset time* as he did through rewinding time back. Just like how thrax does it to drifter. Keep in mind, the duvri paradox can ONLY exist, because of the deal, and the Zariman failed void jump, and that drifter has relearned that he can reset time in his own paradox. How does drifter reset 1999? Basically, at least how I read it. By the indifference taunting the drifter, taking him back to the Zariman, drifter was unintentionally set a new anchor point in time. Then, when he was taken back to the the final deaths, it may of been unintentionally, or intentionally established by Indifference, or Albrecht, that was his new "loop" Or how the day was going to end. The difference being, unlike duvri where he willingly restores the timeloop. Here, drifter can break it when things are set right.
