They changed the venue for wrestlemania that year, not because of the size of the crowd but because Vince feared for Slaughter's safety. A good heel draws heat, and Slaughter delivered. People actually believed the character.

The Road Warriors heel turn was good. I remember being 10 years old watching them go after Dusty's eye. I hated them. So at least with me it worked.
Also the two man power trip worked until Triple H got hurt.
