It was because prior to Kuuga's premiere, Shotaro Ishinomori, Kamen Rider's creator, died so they paid tribute to him by making him a lone rider like the Showa Riders.

Super transformation is a bit of a mouthful. Meta-morphing has a more similar syllable count and flow to it as chou-henshin.
