flickerstep would help a ton to increase that bonestorm uptime. sever will propbably be ok without the boots witch arent the greatest to begin with. they look cool but theres better
If you put the aspect on your necklace that "bone storm consumes up to 8 corpses to extend its duration", you can get it up to 15 seconds extra. You lose some damage but by the time it runs out you should already have it up again if your LH chance is high enough. I find I rarely have to stop for the Bone Storm cooldown unless it is a small pack.

I call the build a "Blue Necromancer", a play off the Red Mage's hybrid nature. If you go down this rabbit hole, you should also take into account how fast you can get those hits. For example, the 9 hits for Decompose are slower if you hold the button (to channel, as expected) as opposed to spamming the button, because, yes, Decompose can actually be spammed. So, theoretically, if Decompose has lower percentage but reaches 100% faster than another skill with a higher percentage, then it's not so bad. And now let me apologise for giving you more sleepless nights in front of a spreadsheet... ;)
4 hits to freeze doesn't directly translate to 25% chill per hit. If a skill is chilling for 30% it's still gonna have to hit 4 times to freeze an enemy: 3 * 30 = 90 it's gonna have to hit again to freeze. Apart from that very cool build very informative video
Assume ~25-33% chill then. This may only effect abilities within a specific range of 20-50% chill. Where 1 or 2 hits can be miss represented due to overflow.

I don't know anyone that does that though, so the difference between 25 and 33% on one skill can cause a different result when combined with a skill that has 10% Quit complaining that someone in the comment section of a video claiming to go through the numbers thoroughly points out a lack of thoroughness
First, you're dying quickly to physical damage, because your armor is very low. consider blue gems in armor and adding some form of fortify(you can do this with the paragon glyphs exploiting corpses and fortify. Second, your damage is super low. Like, super, super low. You're generating far too much essence and instead could be generating a SLIGHT bit less(which you wont use anyway) and auto-proccing corpses with the new malig ring to use BCE for free.(This is still the better option without the ring, to explode corpses more) Third, you should maximize the usage of pool with the legendaries that make it a darkness skill and that which makes it pop corpses reducing cooldowns. You'll get much, much more from this than using the basic attack for /any/ reason. Fourth, alternative to decrep, you could use bone prison spawning blight, and have free severs thrown at range, comfortably. Fifth, the leg which consumes a corpse to increase your core skill damage is /huge/. Consider this, as it is basically a 50% damage increase to your base damage, which brings everything else up, too. 75% if amulet, and double if 2hander. 6th, with the 2nd thing in mind, you can also use corpse tendrils. For the win. 7th, the extension of bone storm's time should be a neck.
i think maybe you sort-of-got this answer already but... you could use the cooldown reduction vampire glyph if you didnt want to use flicker to get 100% uptime on bone storm i think you are ok with consuming 8 corpses aspect not on the amulet and with out the vampire power, i think just adding flicker step would be better i love evade charges also theey are king but with this build attacks reduce evade i think you may even actually be able to evade even more with evade reduction on flicker id like to throw in that, i do not think that this is a dps decrease i think its an increase having bone storm up 110% of thee timee will not only make you imortal in T100 but it will also make youre damage up 100% of the time
Ran the best this build can get season 1. Sorc is way more efficient at doing it/ but the build is super fun and with some of the new tick damage perks it is definitely worth re visiting

I've been running Bloodless Scream on an eternal necro since before S1 but have been using it with a shadow-minions build. The cold mages really increase the freeze rate by quite a bit. Is it top tier? No. It's fun though.

Peregrine greaves, desecrated blood mist, I dropped the bone storm as a darkness skill because blood mist is the main skill that should be on cooldown and it needs to deal darkness damage to make gameplay feel good. Not sure how much the desecration does for chill, but with peregrine greaves I don’t think it matters much, and bone storm allows me to chill with peregrine safely. Have not hit higher tiers yet, could be complete jank and I just don’t know it yet
Still a bad weapon IMO, because it is slow and LH based. Have you tried if the effects apply on shadow skellies? Because paired with their blizzard aspect, that might be another fun thing to do.

This paired with xfals and howl from below, bit of a stretch with uniques but could be fun.
I'm currently using your build instead of my own at the moment. Let's hope Season 3 gives us more frost options

He was going with minimum, it's at least 25% no need to be a stickler, 25 or 30% doesn't matter its still 4 hits

Do the schadow minions chill too? Or is it only real skills?
Shadow mages will chill if given the coldbringer aspect. Cold mage also chill with their auto attacks.

Cold resistance does not effect chill percentages. Cold resistance only applies to damage.
