Hi ! I have a new hp victus desktop, which isn't turning on even when i have electricity. I had an old optiplex pc and i tried turning it on from the same power point but it's not turning on. Could the problem be in my wired itself ?

my HP power off and wouldnt start with fan spin 2 sec and green light on back went off.. and power button orange 2 secs with it turned out to be a bad video card.. capacitor dried out in 14 years nvidoa .. replaced with same bus card a radeon 1080p and booted up but had at first reset by holding in power button and plugging in ac
