You could see it in her eyes during that scene that she was totally disturbed. She always was concerned about those who downtrodden and wanted to do her best to protect them, not destroy them.
Na she did love him i believe that. Even after several rejections, she still wanted him to be with her even at the end. However, she thought she was also good like Jon and doing the right thing.
