I bet he found it at a carpentry/cabinetry shop's dumpster. I've found a lot of good stuff in those things, especially when a cabinetmaker was moving to a different location.
You might be partly right! I saw it sticking out of a dumpster that was next to an old garage some guys were cleaning out. I think the owner of the garage passed away and they were just chucking anything without an obvious value.

Sorry to rain on your parade, but there are a few things I'd like to point out. The sharp ends are all pointing upwards (danger). It's not going to take much to knock one or more tools out when you reach for one in a hurry. A simple plank with holes in it allows the tools to dangle down. It's much simpler and safer. Hope that's helpful not just critical.
There is a steel shelf right above it and the tips of the tools almost touch the backer board. They can't fall out unless the entire stand tips over. I would argue that tools rolling around on the table is the most dangerous. I'm also never in a hurry in the shop. Thanks!
No doubt it's an improvement. I didn't notice the shelf above the rack in the video. Context is key I guess. If my workshop wasn't such a mess I'd share my setup which might be interesting.
